we are trying to support our members to attend IGF to help us for outreach there but there is no obligation for NCUC to do so. we even using NCUC funding for exceptional case.

I only see one opposition to my suggestion and mostly support so I will go ahead with the selection of Tatiana for ICANN travel slot and partial funding to Rachel in order for them to start preparation. I will make announcement today.

lets move on here since we have urgent stuff to handle like charter review and election.

Alexandre Gonzalez, also from Brazil, applied late for IGF travel slot. He was invited to an ICANN related workshop and his profile looks promising. If we consider Marillia's application, surely we have to consider Alexandre's too. It will be unfair to him.

Marillia is my good colleague, has done a lot for NCUC, is a councilor, has had important roles at IGF processes, but I really can't support late applications. Especially because we have another person who applied late.

Marillia is resourceful and I really hope she can find ways to attend IGF.

I am defending the interests of my region, and NCUC, I do not know how much beyond the deadline was the submission of Marilia, but I think it would not be the first precedent, sometimes a precedent may favor good decisions, rules are made to comply, but it is often wiser to renege when the overall benefit is greater.

Marilla's application was submitted after the deadline. We do not want to set a precedent where we bend rules because we want some people supported. I think the decision was communicated and two applicants picked. Lets not bend down our own rules.

Rafik,

I insist on support Marilia, because:

1) Her work is valuable for NCUC core values, and I'm sure she would represent us.
2) Under the sphere of ICANN LAC retreat, because the meetings that was canceled on the region, open a precedent for preference for this region.
3) Because the political moment we are facing at Brazil, we need a strong representation on international foruns.

By this I claim the EC members and you to consider support Marilia.

it seems there is no clear consensus about accepting applications after deadline and we have to cautious about not setting precedent. we wanted to help here and we created some expectations, however, we have to be mindful about the constraints and limits for NCUC.

Tatiana has  a clear support and so she should get the ICANN travel slot. for NCUC support slot, I suggest Rachel.
unless a strong objection in the coming hours, I will announce those names to the NCUC list. I will follow-up later with them with regard to NCUC plans for IGF. we will discuss later about outreach in IGF, including the CS pre-event.

I do agree about reaching to applicants and encouraging them. we discussed this before but we didn't really follow-up. we need to draft some responses and do so in order to engage them. We can have some template that we can tweak and customize , @Maryam can you draft a template quickly?

I guess that some expect the chair to do so, but I also see that regional EC members have a role here to follow-up and reach the applicants from their respective regions.

Tropina is involved in quite a few sessions and has been extremely active. If Marilia is considered eligible despite late application I give her a slight edge over Rachel because she is NCUC officer and speaks Spanish. Local connection is also why I consider Vera to be a good application. Also we need some gender diversity ;-)
