[NCUC-EC] IGF Travel support call - Applications

Hi

since we are handling in many occasion travel allocations, we have to be
consistent on how we make decision and respecting the rules we set to be
fair to our membership . we got several applications in this case and we
cannot honestly make an exception. as raised by Farzaneh, Alexandre
application was not even discussed while it is similar.

we are trying to support our members to attend IGF to help us for outreach
there but there is no obligation for NCUC to do so. we even using NCUC
funding for exceptional case.

I only see one opposition to my suggestion and mostly support so I will go
ahead with the selection of Tatiana for ICANN travel slot and partial
funding to Rachel in order for them to start preparation. I will make
announcement today.

lets move on here since we have urgent stuff to handle like charter review
and election.
