[NCUC-EC] IGF Travel support call - Applications

Dear Joao,

Alexandre Gonzalez, also from Brazil, applied late for IGF travel slot. He
was invited to an ICANN related workshop and his profile looks promising.
If we consider Marillia's application, surely we have to consider
Alexandre's too. It will be unfair to him.

Marillia is my good colleague, has done a lot for NCUC, is a councilor, has
had important roles at IGF processes, but I really can't support late
applications. Especially because we have another person who applied late.

Marillia is resourceful and I really hope she can find ways to attend IGF.
