[NCUC-EC] CROPP updates and next steps

Hi,

more updates (sharing the outreach plan again

we have to make the selection of which formula for CROPP  in addition to
the outreach plan I sent to initiate the process for FY17 CROPP starting
with Aarti and we have the 6weeks constraint (APrIGF is in 27th july)
