[NCUC-EC] quick endorsment

Hi everyone,

there is questinnaire from independent reviewer hired by ICANN regarding
TCMH and they asked four non-commercial input. the extension of TCMH was
one issue that NCSG advocated against. Kathy prepared a response and I
would like that executive committee endorses it .

the response is attached. if there is no objection, I will send the
response tomorrow.
