[NCUC-EC] Travel support for Morrocco - Urgent

Hi Rafik
I tried not to draft it as such that it sounds preference goes to those
people, which was not my intention. But I get rid of it all together
anyway.
And I did not suggest to expand the budget. I was presuming that we have
upto 4000 USD to fund people to go to Morrocco. Or are we prioritizing two
persons over the amount? I mean are we saying only 2 persons will go even
if it is under 4000 USD and we won't take on more?
