sure, I see the benefit of engaging more Africans: we need them

at the same time, I want to testify to the difficulty of 'real engagement'. In the past, I tried by all means to have the travel funding recipients to write a blog post, and the process wasn't as smooth as one would like it to be. It seems complex for newcomers to make sense of what's going on in crazy icann-land, and the result is typically a text that needs to be rewritten from scratch. Just to say--the aim is not the blog post, but if the blog post is messy, usually it reflects a poor grasp of what's going on. So, some sort of 'mentorship' (or however you want to call it) is really necessary; emails (with meeting announcements, for example) don't seem to make much sense to newcomers, hence some filtering and encouragement (like "constituency day is really key, we would like you to be there..") is definitely needed. good luck [&#X1f60a]

I would like to point out that there was a discussion in the EC that preceded this one, and it was decided priority in travel support not be given to geographical representation, but to the engagement in working groups/concrete initiatives. In other words, in times of pressure on the community and volunteer burn-out, it seemed important to fund who is actually doing the work. My two cents [&#X1f60a]


yes but because the short time (that is my fault and I apologize for it) and having the meeting in Africa (symbols matter), there was some consensus to give preference to those from Africa and ME. indeed we need to encourage those who are active and already doing some work, that is why I am also proposing to work closely with the recipients in Marrakech. not a mentorship per se but more to ensure some follow-up and "seriousness" of the recipients there. after marrakech meeting, we will do some evaluation and tweak the selection process and criteria.

I agree that those who did not receive funding should receive a reason.   I think one of the reasons is that covering costs of one person that can come up to  2000 usd prevents others to attend so if their presence is not very well justified then it doesn't make sense. So for future application they might consider to ask for partial funding.

If I am not mistaken we have also given funding to members from Asia Pacific last time in Dublin and I think non to Africa. Due to this and the  fact that the meeting is going to be held in Africa, I was more  favorable to people in that region however I don't think region has to be the absolute factor but one of the factors for justifying funding.
The other reason is that they have not been able to justify their strong interest in getting involved.  Being active in IG is good but not enough.  They can reach out to us to get to know various working groups, how to get involved with them and how to make effective contribution to NCUC 's work in Icann.

@Grace can you confirm that there is no visa issue from Kenyan citizens to go to Morroco?

I will draft some response for those applicants who didn't get this time and suggest a ways for improvements
for the recipients, I would work with them closely during the ICANN meeting (EC members are encouraged to do so too)

My opinion is that we must support at least one person from Africa, more if possible. Oddly, it is more expense however to move people within Africa than from Europe to Africa.

My impression is that Tatiana, Ayden and Renata are all very active and need to be encouraged and rewarded with some support, but do not require the full $2000. In Renata’s case, if indeed she can’t come if we don’t provide the full, requested $938, then I would support exceeding the budget by $438 to make it possible. Because she seems to be someone who will become a very strong contributor.

It is harder to choose among the others. Ben has been supported before, James, Sonigitu, Norbert and Hago have not been. However, I see a bit more promise in the statements and activity of James and Sonigitu. So I went with them. If $1000 is not enough to bring James Gitau to the meeting, we could increase the allocations to Renata and Sonigitu as needed.

Please find attached all the travel support requests. I have also listed them in an excel sheet.

I support Tatiana Tropina, Renata Ribeiro, and Ayden  Férdeline. Tatiana is already active in NCUC and Renata and Ayden are determined to become more active. If we agree to go with these individuals, then I think we still have funds to support one more person (perhaps partially). I think that person should be from Africa. I am not familiar with other candidates from Africa and their work in NCUC but I know Benjamin from Nigeria, he was an ICANN fellow with me.

Please give your opinion as soon as possible so that we can move ahead.
