[NCUC-EC] Leadership and Chair courses before and during Copenhagen meeting

Sorry, just to complete my reasoning:
I think priority to the chair, then the EC. So waiting for other folks
here to see if they are interested.
If no EC interested in being alternate, then post the call on the list
and decide on grounds of those more related to leadership positions.
