[NCUC-EC] Approval of NCUC Travel Support for Dublin

Dear Bill and the EC,

Many thanks for this, and I'm glad to receive funding for my participation
at ICANN54. Dublin is an important venue for accountability discussions and
the starting point for our continued dialogue of Bylaws revision. I
appreciate the EC's decision especially since I was a previous recipient.
