I don’t understand the question.  We have have never done it, therefore not doing it now is not skipping it this time per se.  With a first past the post voting system, no percentage turnout requirement, and no inter-constituency contention, it’s never been deemed necessary.  If a future EC wants to do the work of implementing it anyway they certainly can.
