[NCUC-EC] bank account changes

We would need to apply for "tax-deductable status" in order to receive donations that come with that benefit.

I think that irrespective of whether constituencies are dissolved, we may want to keep NCUC alive, and even apply for tax-deductable status, so NCUC can continue to serve as resource base for our issues that is not tied to ICANN's control the way NCSG is.

The legal filing with the IRS for 501(c)(3) tax-deductable public charity status is not insignificant and the application fee is either $400 or $850 depending on annual receipts. NCUC would need to file for an unincorporated association or a nonprofit corporation before applying for tax-exempt status. I can do the legal work on all of this for NCUC, but it would also be work for the chair, treasurer, and possibly others to do this work also. And it would take time because we would need to get NCUC's bylaws in order before we can do any of this. But I think we should do it. I think we will need NCUC to remain alive and independent in the "new world order".

We went back and forth on this (new requirement, they and other donors never asked before) and they concluded they could do without this time but will need it from next year, so Milton filed. There are a bunch of interrelated questions about what this means that I can’t answer as I don’t know the US tax code, but MM and Robin know more and we’ll sort them out and report when able. IF we stick with the fragmented constituency/SG model then NCUC might have to become a legal entity (and maybe even have to report income and file a tax return?). If instead we could get structural change out of the new Board SIC then that’d take us down another path. All to be sorted after we see how the GNSO review and accountability discussions play out.
