[NCUC-EC] bank account changes

Hi Stefi
PIR said they needed a taxpayer number to make their contribution. We went back and forth on this (new requirement, they and other donors never asked before) and they concluded they could do without this time but will need it from next year, so Milton filed. There are a bunch of interrelated questions about what this means that I can’t answer as I don’t know the US tax code, but MM and Robin know more and we’ll sort them out and report when able. IF we stick with the fragmented constituency/SG model then NCUC might have to become a legal entity (and maybe even have to report income and file a tax return?). If instead we could get structural change out of the new Board SIC then that’d take us down another path. All to be sorted after we see how the GNSO review and accountability discussions play out.
