For Africa, there will Africa Internet Summit in end of may in Tunis, good opportunity for NCUC to do outreach.

Well so bottom line here seems to be, use it or lose it.  I will apply for CROPP support to do EuroDIG next June, tail end the fiscal year.  If anyone knows of meetings in other regions between now and June where they’d like to do outreach let us know.  I’ve sent several messages about this program to the members list over the past year or so without getting any nibbles, so perhaps EC members could identify relevant events in their regions and we could directly approach someone else if the relevant member can’t attend.

Dear Community Leaders:

The purpose of this communication is twofold:

1)      Transmit the Final Administrator’s Summary Report (attached) concerning the processes and outcomes associated with the Community Regional Outreach Pilot Program (CROPP) for Fiscal Year 2014; and

2)      Broach community discussions concerning the extent to which the mission, purpose, goals, and objectives of CROPP are being realized and the challenges associated with demonstrating measurable success.

CROPP-FY14 Administrator Summary Report

Attached you will find a summary report of ICANN’s experience after completion of CROPP’s initial FY14 pilot period. The report contains five chapters including: 1-Executive Summary, 2-Introduction (Overview), 3-Results and Outcomes, 4-Program Review, and 5-Addendum: Raw Data. The report is intended to be an exhaustive analysis of the program and, we believe, is largely self-explanatory. As a result, we will not take time in this transmittal to replicate the findings except to highlight the following key results:

1)      The program achieved 36% of its original plan meaning that, of the 50 budgeted travel allocations, only 18 resulted in completed trips.

2)      The At-Large RALOs confirmed 15 travellers (83%); the GNSO Constituencies approved 3 travellers (17%).

3)      Of the eight (8) regions identified for CROPP, trip events (11) occurred in 5 of those regions.

At the time a funding decision was necessary for CROPP-FY15, there was an insufficient amount of data upon which to base a thorough analysis. It was recognized that the program did not start until four months after the start of FY14 and, candidly, it took a few additional months before the program’s deliverables became widely known and a majority of the Pilot Coordinators were assigned within each ICANN structure associated with the program. A conclusion was reached that, in order to properly evaluate the program, it should be continued for a second year while maintaining its “pilot” status.

We are now into the third month of CROPP-FY15, which commenced officially on 1 July. There have been 4 trips approved (5 travellers  and 3 are in a pending status (3 travellers . It would appear that we are off to a more robust start in FY15. However, as you’ll see in the next section of this note, we will have some challenges in ensuring that the data needed to properly evaluate the program for FY16 will be available and of sufficient weight to persuade the Board that it should be funded for a third annual cycle.

Challenges for FY16 CROPP

One of the findings that can be gleaned from the attached Administrator’s Summary Report is that the program is weak in terms of quantitative outcomes. Certainly a portion of that assessment can be attributed to the shortened amount of time that the program was in full operation; however, another factor relates to the Trip Proposals themselves and how the purposes, goals/objectives, and outcomes were originally framed. A thorough review of the eleven trips shows that most of the goals and outcomes are heavily qualitative in nature. You may find it enlightening to read a summary of the purposes/goals and outcomes which can be found in Chapter 4, Section D-2 (pgs. 17-19) of the report.

It is not surprising to us that most of the goals and outcomes were articulated qualitatively; however, in terms of justifying CROPP’s value for a third year, we think it will be important to work together in shoring up that aspect of the program.

A few ideas that Staff has assembled include:

1)      Ensure that regional community strategies are in place which contain specific ‘outreach’ goals/objectives for which CROPP could be a tactical realization.

2)      Reinforce the responsibility of Stakeholder Engagement Vice Presidents, ICANN Structure Leaders, Pilot Program Coordinators, and CROPP Program Administrators to review each trip’s purposes/goals and expected outcomes to ensure that they are specific, relevant, and measurable to the maximum extent feasible. Similarly, on the back end, review all Trip Assessments to ensure that they (a) specifically address each of the purposes/goals and how they were achieved, and (b) all realized outcomes are fully documented.

3)      Establish measurable goals/outcomes which could include:

a)      Recruitment targets (e.g., quantities of new members)
b)      Regional extensions, i.e., development of candidate pools (quantified) in territories where there is little or no presence
c)      Count attendees at seminars, exhibits, symposia, et al., where a CROPP representative is presenting information about ICANN
d)      Application forms completed or alternative expressions of interest in joining a RALO or Constituency

4)      When events are concluded, travellers should document the formal Trip Assessments within three (3) weeks while the information is timely and fresh. Travellers should be reminded that their ‘assessments’ should primarily focus on the original outreach goals/outcomes and de-emphasize the value in summarizing the event’s activities (e.g., agendas, seminars, topics, speakers).

We continue to be bullish about the value of CROPP in helping to realize ICANN’s global outreach initiatives and are excited that some of your communities have taken advantage of the allocations.

We welcome additional dialogue, input, and ideas from you as to how best to represent CROPP’s accomplishments so that, when it is time for the next review, there is ample evidence to support its continuation into FY16 and beyond.
