[NCUC-EC] Request for funding assistance

Hi Bill,

NCUC met Brian as chair of ATRT2 not as PIR CEO, such session didn't happen
for a while. for example, PIR thought about ALAC to organize lunch session
related to .ngo and .ong but it didn't reach us. maybe I am wrong.
