[NCUC-EC] liquid democracy etc

Hi Niels,

Thanks for the comment and feedback. it was brainstorming on how to engage
our members more on policy discussion, to inform them and let them
participate in the process, not only in mailing list.
Brenden suggested that we can use adhocracy at least to introduce the
policy topic, attach our comment/statement, getting people
feedback/vote/endorsement .
it is still at idea level but I would like to start with test for NCSG to
discuss topic and learn from that experience if we can use the tool,  make
some improvements or just try to find another solution.
I won't go in trying and having many tools. we have already a wiki space
for documenting and tracking, which need more updates and editing ncsg.is
what do you think :)?
