It would work for me.

It would not guarantee responses, but such a message could be treated
so that unless someone disagrees with the proposal or explicitly calls
for a vote, the Chair can declare decision made by consensus.

But I would also want that the decision would then be posted with a
similar agreed-upon tag in the subject line ("Decided:" or whatever).
Indeed that would be more important.
