[NCUC-EC] NCUC @ IGF Bali Funding

Hi MM
Of course, you don't actually have to come three days early for all the pre-events. You can do GigaNet (you're the chair, you should be there no?) and IGF in 5 days, less if you don't want to stay for the whole deal (I think this workshop will be Wednesday). And if the route's too long (34 sounds high?), use frequent flyer miles to upgradeā¦?
The origin of this panel was in part the debate between you and Kathy on closed generics long ago. I thought that nicely demonstrated the way the issue divides across all kinds of lines, and the diversity of views within NCUC. So the expectation was that you two sort of anchored the discussion, being the polar ends. It really doesn't work to have a workshop with two speakers giving remote presentations, especially the two who were to represent NCUC and help lead the discussion. So I'd have to scurry and replace one of you on the panel.
My preference is of course for you to reconsider, but if you can't, the logical thing for me to do is to reach out to Avri and see if she is still digging for Bali funding. She takes a line parallel to yours so she'd be a perfect replacement, and she's a member. I'll see her in Pisa on Wednesday and could work out the details.
Please let me know if your decision's final.
Thanks
Bill

ICANN considers that the budget allocation a) should be used to support the travel of people who really have to be in Bali for NCUC's closed generics workshop; and b) should be viewed as two integral "slots", meaning that the funds can't be divided up as we sometimes do for ICANN meetings, with one person getting the travel support and another getting the hotel, etc. He is seeking clarification as to whether a per diem is also included.

If by some chance you don't need it to come or prefer to stay home and speak via remote participation, the NCUC EC would then propose to staff that it be reallocated to someone else on the assumption they'd help with outreach and any workshop logistics etc.
