[NCUC-EC] Budget Allocation for NCUC Reception @ Durban

As for Durban, can we please get a banner? A simple one with our logo, name. Can we arrange a viewing of our film? If we're buying people food I want them to know who is paying for it. I just remember giving people alcohol in Beijing, lots of noise and poor Robin trying to scream our name. We can do better.

As Ed politely suggests, our logistical, on the ground presence in Beijing sucked. Sucked like a $450 Dyson multifloor canister.
I can be witheringly critical about this because I share the responsibility, so here's a litany:

-          The flyer for our event was not duplicated for distribution until about 18 hours before the event

-          There were no systematic plans or assignment of responsibility for distribution of the flyer, people either thought they could dump a pile in some random location or wait for someone else to do it

-          At the main reception itself there was nothing large and visible identifying it as a NCUC reception. There was a sign, but it sucked

-          There were no arrangements for an NCUC rep to make a speech to open the event, I bullied Robin into improvising

-          There were no prior arrangements for our video to be shown, I grabbed someone with an Apple and forced him to set it up on a table and show it

We need not dwell on these failures, just learn from them. The main take away for me is that at these events, specific people need to be told well in advance they are responsible for being in place X at time Y and doing Z. The person who assigns these responsibilities has to follow up and make sure they get done.
