[Ec-ncuc] new EC and tasks for new year

Hi all,

Similar to others suggestions, I would like to see the EC issue a call for
volunteers (I think we'll be lucky to get 2-3 people), with whom the EC
would work to develop a draft charter. This would then be submitted for
approval by the membership.

As for the website, I'll try to update the pages mentioned this week.  I
agree that is needs an overhaul. Maybe someone in the membership would want
to take on developing a more holistic approach that integrates the various
sites, lists we use.
