[NCUC-DISCUSS] Leadership roles in NCUC and NCSG

Thanks Thato and Arsena
This observation is well in order but the problem is with the NCSG Charter
which has no limitation on tenure.
Maybe a call for its review will be the right thing to do since 2011.
