[NCUC-DISCUSS] Nominating Raphaël Beauregard-Lacroix for the NCUC chair position

I think it would be wonderful to have Raphael as NCUC Chair.  As Bruna 
says, he has taken on the thankless task of managing membership 
technical issues, and he is also very calm and able to manage the many 
strident voices in NCSG in my opinion.   Strongly support him as a 
candidate for this role.
