[NCUC-DISCUSS] Nominating Raphaël Beauregard-Lacroix for the NCUC chair position

I strongly (and fully) endorse Raphaël's nomination! I have been able to
interact with him on several occasions and am more than certain that he
will be an excellent addition to the leadership of NCUC as Chair.
