[NCUC-DISCUSS] submission of IGF Workshops

Hi Ayden,

As I see it, there's two issues that you raise. The first is around a need
to avoid overlap in the proposals we submit - which I generally agree with,
and have said as much on the lists with regards to any NCUC IGF proposal
that deals with multistakeholderism (we are also discussing a proposal
focusing on GDPR-WHOIS).

The second is your suggestion that proposals should be consolidated at the
NCSG level. I'm not sure if you're just talking about a potential proposal
on multistakeholderism, or any proposals to IGF, or the proposal-making
processes more generally. If you're just talking about a
multistakeholderism proposal in this instance, then you can basically
disregard the rest of this... but your broader statements about how we
typically have common positions, overlapping membership, should avoid
silo-ing etc. - seem to suggest you're speaking more generally. It's worth
noting that this follows from a suggestion you made earlier this month on
the lists that CROP should be consolidated at the NCSG level as well.

So - if you're suggesting that these processes should generally be done at
the NCSG level - that sort of leads me to ask what you think should be left
to the constituencies, and what do you see as the role of the
constituencies in the NCSG?
