[NCUC-DISCUSS] [Announcement] NCUC new Vice-Chair

Hmmm... I was chair of NCUC a long time ago, do not recall now who was
the vice-chair, nor what bylaws say about having chair and vice-so from
the same country. But having two women at the helm of NCUC looks great
to me. Bruna, congratulations!
