Congrats to Bruna.

Thank you Wisdom to raise your voice.

I feel some hostile environment every time somebody raise their voice (right or wrong we should explain and not attack)

Hi Wisdom,

Since the EC did the deliberations as per procedure on the EC list which is public, as per bylaws, I will take it that you are having an issue with the bylaws themselves that suggested the EC would vote one of its EC members as Vice Chair. Note that the bylaws were reviewed so many times by NCUC members with the previous EC. And as far as the record, you did not have any issues regarding those.

But if any concerns have recently taken light please don’t hesitate to send through your thoughts on the bylaws and if a review of those is decided, you would be able to input your thoughts and I am sure bothways NCUC members and the EC would keep your comments in mind as per procedure. Keep in mind that the bylaws are still fresh and it’s the first time NCUC has an elected Vice Chair as far as I know.

There is no such thing as kin politics specific to this leadership during this vice chair elections, when the bylaws we followed were approved by NCUC members and are being applied as written. However if you think this process was unfair, as stated above, I would advise focusing your energy on a place where things could change! I wish you luck!

Best,

Elsa

Hi Elsa,

I appreciate your mail. But lets stop the politics and be fair to all. In my opinion there wasnt any due process in this, the EC has fail on this one.
i do no what is in the bylaw. But my point is, we must be transparent and be fair to all.
The process in my opinion is a close one, there is nothing open about this.

I must also state clearly that, i am not against the selected chair, but i am against that closed process that went
into the selection of the vice chair. Let us stop this kind of politics and be more inclusive in our processes.

regard,

Hi Wisdom,

Thank you for your email and for being cognisent of the need to be fair to all. I had to jump in and highlight that your concern is not really in place on this specific issue since the EC followed the procedure by which the revised bylaws state:

- IV Executive committee - I - The Vice Chair: 1. A member of the EC may be designated as Vice Chair by a majority vote of the EC. (For your reference:
https://www.icann.org/en/system/files/files/revised-bylaws-ncuc-17oct17-en.pdf)

The change in bylaws which introduced this matter took a long while, and as you know it only got into effect very recently. Which is why it is understandable as to why this process could have been a bit confusing.

However, please try to refrain from blaming the EC when they simply are followig procedure. The exchange which included the voting can be found publicly in our lists. And I’m sure my fellow EC and of course I’m available to answer any question if need be my friend!

Thank you very much,

Elsa

I do agree to the fact that the bylaws allows for a vice chair. But i disagree to the fact that the broader members of the community was overlook. How come the opportunity was
not thrown to the broader members to decide.
To me the process lack transparency and it will be difficult for accountability to prevail in that regard. What i am seeing now is like allied and friends kind of rule.

I am sorry i am sounding like this but we need to be open fair to all.

I apologize for jumping in to NCUC EC and wisdom but as a Co drafter of the bylaws I'd like to make a clarification about the appointment process. The bylaws briefly says there should be a vice chair and that EC votes to select and vice chair should be a member of the EC. Our operating procedures probably needs updating to have a process for this but I have to say the ncuc ec process was not questionable. There are no rules againstVice chair being from the country nor region as the chair and no one else other than Bruna from the EC volunteered to run for the position.

Chair and Vice chair all from Brazil.
How come? Was there any due process?

I dont think this formation will promote transparency and accountability within NCUC.

Cheers to all

Dear members

We have started the implementation of our new bylaws and one of the
new positions we have is Vice-Chair.

The EC elected for new NCUC Vice-Chair is Bruna Martins dos Santos,
from Brasília, Brazil.

Please join me in congratulating Bruna and wishing her the best on
this new position.

As a reminder, we have elections right before the ICANN63 meeting so
from that cycle on we'll have a Vice-Chair for the whole year.

Best,

Renata
