[NCUC-DISCUSS] update: CROP applications in evaluation (+dates, proposers)

Hi Arsene,
Great to hear from you. Just a couple of small points of
clarification. First - the RightsCon proposal was shared with the NCUC
discuss list on 30 November 2017. It received exactly one comment -
from Kathy, who said it looked good (thanks Kathy!). Second - the
RightsCon proposal hasn't been approved for CROP yet - it is still
under evaluation (I've recused myself from that process, of course).
Actually, other EC members requested I exhaust other potential
alternate sources of funding first, which is why I'm still waiting to
hear back from RightsCon's own funding mechanisms, a request which
wasn't applied to anyone else. I think this is an example of how we
are already holding ourselves to a higher standard.
I agree that it's not ideal for EC members to be overly benefitting
from these programs (though, as you yourself note, 2/5 isn't too bad
of a proportion). At the same time, there's a bit of a chicken and egg
problem. We want sessions that are closely tied to the NCUC, and will
have a strong promotional value. EC members are people who have
volunteered to take a bigger role in the NCUC, so it might be expected
that they would be more engaged with our work, and more likely to put
these sessions in. It's also worth noting that, with just about a
month or so left in the program, we still have exactly 5 proposals for
the 5 slots - so even if my RightsCon CROP is approved, nobody will
have lost out as a result.
Now - I think there is something to be said about promoting CROP, and
other programs available for NCUC members, more - and maybe we should
be asking ourselves WHY we're in a situation where we only get 5
proposals for 5 slots. We put the emails out, we discuss the programs
at the meetings... but sometimes these things get lost in the shuffle
of ICANN activities. I think it would be useful to brainstorm out how
we can be more effective in encouraging people to apply, and would be
very open to suggestions for how we could do this better.
