A valid point, by the way, could be exploring what Privacy by Design would concretely mean in the scope of the WHOIS service.
This is a good question, and I might suggest that “privacy by design” means nothing at all in the context of the Whois debates. Whois is already in place. We could “design” the RDS, which is new, to be more respectful of individual privacy rights. The problem, however, is that there are numerous interest groups involved in the RDS process who do _not_ want privacy. In other words, privacy advocates don’t get to “design” RDS all by themselves, they must engage in a political/policy development process. So the concept of “privacy by design” is not very helpful, it assumes away the problem of political contention. What we do need is effective policy development strategists, persuasive advocates, coalition builders and, perhaps, litigators to fight, and threaten in the context of RDS development.

Hi all,
Proposals are now open for RightsCon in Toronto next May.
Enforcement of the European Union's General Data Protection Regulation (GDPR) begins a week later, on 25 May, so I am thinking this could be a unique opportunity for us to pitch something to do with GDPR and ICANN's efforts (or lack thereof) to bring WHOIS into compliance with it.
I have drafted a proposal on Google Docs. You can see it here<https://docs.google.com/document/d/1tN5pcshMALh5o6tOYpWxaN2__5ypPxObbsq2RiI5gYM/edit?usp=sharing>, and please feel welcome to make edits or to suggest additional/different speakers.
If there is support for this proposal, once more refined, I will seek permission from the EC to submit it. For now, it is only an idea.
