I can't really understand why you would say that. I'm on the Review of
all RPMs working group, and one of the issues being discussed there (in
its own subgroup) is the impact of the registries' and registrars' own
terms of service that go beyond their responsibilities to ICANN, for
example the Donuts DPML which creates a layer of trademark protection on
top of the formal ICANN processes. Another example was the Healthy
Domains Initiative, where we kicked up a stink about the PIR proposal
for a kind of "UDRP for copyright".
This is basically the same type of discussion. I can't imagine how it
could be outside the scope of NCUC, unless we are taking a pretty myopic
view of its mission.
