+1. Plus it wold be a tough task to define who from among the members are active and who are not.

That is on the agenda of NCSG EC as part of creating procedures for
removing members in general. As any member removed from NCSG will
automatically be removed from its constituencies as well, it might
not be necessary for NCUC to have such a rule of its own.
Having a provision for that in the bylaws could still be useful,
but I'd rather avoid hardwiring it too tight there.

NCSG EC hasn't discussed this in any detail yet, but one or two years
would definitely be too short, 3-5 years might be realistic.

In any case such procedures would have to be approved by members,
so I expect to bring this to ncsg-discuss at some point.
