[NCUC-DISCUSS] Revising the NCUC Bylaws

Hi,

I think it will be years, if ever, before this structure is changed
again.  A more fulsome overhaul of SOAC is required and that will be
probably be post transition post Accountability WS2.

At this point NCUC has a charter that does not meet the requirements of
the NCSG it sits within.  The NCSG EC could, and should, take up a
review of all constituencies as required by its charter.  Others, like
the Board committee formerly known as SIC could take this up any time. 
And anyone else could make an issue of it, especially if they felt like
harassing the NCUC as part of some other strategy.

So I think it is wise to just do the cleanup on the charter.
