[NCUC-DISCUSS] NCUC Survey Results Analysis - Part I

Hi Edward, all

While i am not disputing restrictions mentioned, i just like to point out
that it could also be one of the reasons for low turn out when the form was
administered. If it wasn't a reason then accessing the result now won't be
a restriction.
