Hello William,
My initial thought will be to ask whether there had been any
application(for LA51) before Niel's that had been turned down? If yes then
it may be good to stick to principle(and i am sure Niel will understand)
otherwise i think its fine[putting Stephanie's reservation comments in
bold], if the funds is there.
