[NCUC-DISCUSS] NCUC Bylaws Revision

Thanks Ed for getting this conversation started.  Our bylaws do indeed need a refresh, as has been mentioned off and on on this list and elsewhere for the past year, and the plan has been to take this up in the third quarter of this year after other organizational enhancements (e.g. our electronic platforms) and in time for members to vote on a revised text alongside the next NCUC election (late November, or soon thereafter).  

To do this right we really need input from members, including those with institutional memory of past revisions and attempted revisions (there are a couple docs that people worked on since the last revision in 2009 that didn't get to fruition but still have useful ideas).  So I'm glad to see Milton volunteering to join the group, and hope others will as well.

A word on the timing: most of the work will have to be done online in September - October.  What's not quite clear yet is when we must finish.  I had asked staff to reserve a room for us in Buenos Aires on Friday 15 November so we could sort out any remaining issues F2F, but it now occurs to me that this might be too late.  My memory of 2009 is fuzzy (sorry, I'm on vac and not into searching the archives) but I believe we will need to get the revised text cleared through staff and the board SIC committee, plus we may have to do a time consuming "check in" exercise with NCUC members to determine who's eligible to vote and hence the numbers we need for passage.  These bits could require a month or so, in which case we'll have to finish in October and skip the F2F meeting.  I've written to staff seeking assistance in sorting this out and will report back when things come into focus.

In the meanwhile, let's constitute the group, pull together the relevant docs, and get the process organized.
