Our bylaws do indeed need a refresh, as has been mentioned off and on on this list and elsewhere for the past year, and the plan has been to take this up in the third quarter of this year after other organizational enhancements (e.g. our electronic platforms) and in time for members to vote on a revised text alongside the next NCUC election (late November, or soon thereafter). </div><div><br></div><div>To do this right we really need input from members, including those with institutional memory of past revisions and attempted revisions (there are a couple docs that people worked on since the last revision in 2009 that didn't get to fruition but still have useful ideas). So I'm glad to see Milton volunteering to join the group, and hope others will as well.</div><div><br></div><div>A word on the timing: most of the work will have to be done online in September - October. What's not quite clear yet is when we must finish. I had asked staff to reserve a room for us in Buenos Aires on Friday 15 November so we could sort out any remaining issues F2F, but it now occurs to me that this might be too late. My memory of 2009 is fuzzy (sorry, I'm on vac and not into searching the archives) but I believe we will need to get the revised text cleared through staff and the board SIC committee, plus we may have to do a time consuming "check in" exercise with NCUC members to determine who's eligible to vote and hence the numbers we need for passage. These bits could require a month or so, in which case we'll have to finish in October and skip the F2F meeting. to do policy at the Constituency level? If so, how do we structure our efforts
in this regard?<span style=""> </span>How exactly will
we develop policy, if we intend to do so, and how can we do so in a way that truly
complements and strengthens noncommercial policy efforts at the <span class="" style="">SG</span> level?</p><div> <br class="webkit-block-placeholder"></div><p class="">What about the Executive Committee itself? Should we
continue to be elected as regional delegates selected by the Constituency as a
whole? Is there a better model? What about diversity? Is there a governing
model that will allow us to better reflect our membership? <span style=""> </span>Is that a goal we should even try to
attain? If so, how?</p><div> <br class="webkit-block-placeholder"></div><p class="">These are among the many issues that need to be debated,
that need to be resolved, before we can present a comprehensive revised bylaws
document to the community for approval. We have an ambitious timetable for
doing so, but one that is obtainable with the help and support of you, our
members. With your help we hope to be able to present a revised <span class="" style="">NCUC</span> Bylaws
document to you for your approval during the December election period. </p><div> <br class="webkit-block-placeholder"></div><p class="">We’re asking those willing and able to help in this endeavor

fully participate in the final drafting session. </p><div> <br class="webkit-block-placeholder"></div><p class="">A revised and current Bylaws is essential if our
Constituency is to both stabilize and grow. With your help, we look forward to
producing a document that will proudly reflect the considered intellect and
capabilities of our Constituency and allow us to better and more effectively
