Request to nominees in upcoming NCUC election

Yes ICANN regions are defined for us. Besides reasons of geographical or
taxonomic convenience or even simplicity, grouping LA and the Caribbean in
a single "region" implies some sense of homogeneity,  cultural or
economical or political or otherwise. In fact the world is more complex
than that. For instance a number of countries in South America and certain
regions in Central America are more "Caribbean" than "Latin". So a
simplified and limited geographical taxonomy is going to be inadequate from
many perspectives. Economically and otherwise many Caribbean islands are
more  linked to North America than to Latin America.

When I worked at IDRC, the programming in the Caribbean was lumped under a
single LAC region. The regional IDRC office for LAC was based in
Montevideo, so in practice, program officers from the HQ in Ottawa would do
most of the programming in the Caribbean, if only because travel between
the Caribbean and Canada was cheaper and easier than between Uruguay and
the Caribbean.
