Request to nominees in upcoming NCUC election

'a single LAC region' (from Alain) is very different from saying 'Latin
America'. One is Latin America and the Caribbean, one is Latin America.
While for some this may be a petty detail, for those in the region it is an
important point for inclusion. Thanks, Tracy and all for the discussion.
