Subject: Re: [NCSG-Discuss] Internet and Counter Terrorism Measures
Hi Joy,

Thank you very much for the opportunity to pose a question. With apologies to everyone if it is covered in the full report, I would love more information regarding point 24 of the compendium:

Addressing terrorist use of the Internet presents challenges that develop in line with the technology. The problem is not static and legal measures will generally follow technical developments rather than foresee them. The working group recommends careful analysis of current challenges and future trends to ensure that any legal response to terrorist use of the Internet remains effective. In this respect, given the nature of the Internet, global initiatives are likely to have most impact.

I naturally agree that the problem is not static, but am concerned at the apparent acceptance that legal measures will continue to follow technical developments. Accordingly, I would love to know if the CTITF working group is considering a conceptual-based approach rather than (or in addition to) what is apparently a reactive analytical framework revolving around ensuring continued effectiveness of existing legal responses and reliance upon states filling gaps with appropriate legislation as the gaps become known.

Sincerely,

Aaron Eitan Meyer

Hi all,
I'm seeking your inputs for a meeting I am having tomorrow with some officials from UN Counter-Terrorism Implementation Task Force. I am in New York for a human rights meeting and the organisers have invited some UN officials to meet with us on this topic. The CTITF has a specific working group related to the Internet: https://www.un.org/terrorism/internet.shtml - It produced this report in May https://www.un.org/terrorism/pdfs/CTITF%20Interagency%20WG%20Compendium-%20Legal%20&%20Technical%20Aspects%20WEB.pdf
I'm wondering if anyone on the list is aware of the CTITF and its work and, if so, if you have any questions you'd like me to take the opportunity to ask on your behalf.
Apologies for the late notice but we were not told who the officials were until late today and I hadn't made this connection.
Cheers
Joy
