know if the CTITF working group is considering a conceptual-based approach rather than (or in addition to) what is apparently a reactive analytical framework revolving around ensuring continued effectiveness of existing legal responses and reliance upon states
filling gaps with appropriate legislation as the gaps become known. </span><o:p></o:p></p>
