Creation of Council/Constituency-Stakeholder Chair Interaction list

Hi,
To answer the questions fro my perspective:
- Stéphane's idea was to include Constituency as well as SG chairs/v-chairs. So for now, there were 2 from NCSG and 1 from NCUC. Once NPOC and CC were full constituencies they would have been added. So not quite equal to the CSG yet, but eventually. It was also going to include the chair and V-chairs of the Council and the GNSO secretariat - but not the policy staff (since it wasn't there to discuss policy)
- We talked about archiving the list and while Konstantinos and I argued for open archive, others didn't. So it wasn't going to be archived at least not at the start.
- While the purpose is not to talk about policy, it wasn't purely administrative. It might have included topics such as budget and other institutional concerns like strategy and constituency and SG operations. Since the council seems to think that these things are its province (not sure why) there may have been some overlap in discussions
The problem is that the GNSO Council really does believe that it is the GNSO Executive Committee and not just its Policy committee; i.e, that its job is to manage the GNSO and not just the GTLD Policy Function. I personally think that this council is reaching beyond its mandate.
So the list was started. But then it was closed because of the objection by various Council members. I would be suprised if it is allowed to start up again. Lasted for a few hours, but was yet another victim of the council.
