Interesting to see how the staff's criteria mirror the Names Council 
task forces recommendations

"financial gain, a prerequisite for there to be any conflict of 
interest." -- simple is good. Sometimes it's also stupid.

And some solid thinking on competition policy, 'only large TLD 
operators except VeriSign may apply.' (Telecoms in  the 80s.)

'Sorry, you didn't phrase your comments in the right-speak so we 
didn't hear' (Switch still technically incompetent.)

My personal bias was for Unity 1st, Afilias 2nd (based purely on 
personalities), so I have my each-way bet at least.
