Why not? It's happened before; and the causes are quite clear: people
who want to affect decisions will go to whatever venue they think will
be effective, and the "uniqueness committee" ultimately decides what
goes in the root. If the committee is weak, they will try to take it
over; if it is strong they will try to influence it. Thus it becomes
the focus of all the activity.
