The GNSO is for the gTLDs. Here there are much fewer problems. All
that is really needed is that someone has a domain, and is a real, unique
person. The ICANN required whois policy addresses this for gTLDs. The
number of registrations in gTLDs is already huge, and too large for capture,
if there is a CIRA type system where you automatically can vote. Plus,
staggered elections will provide information of efforts to capture, and
people can just turn out and vote to prevent this.

In theory maybe, but what do you mean, "capture."? Does that include
people voting for Andy or Karl? That wasn't capture, it was just an outcome
the BOD didn't expect or want.
Even the original whitepaper didn't have all of its seats elected by
popular vote. Going to zero for popular vote does require some
explaination, since the votes are (1) feasible as shown by CIRA, (2) cheap,
if doen according to gTLD domain registrations, and (3) so far have produced
well qualified directors, for both ICANN and CIRA.
