The controversy about ICANN is not the low participation of voters, it is
that for those who are keen to vote there is no recognized right to vote.
Much of the controversy could have been prevented in Singapore in 1998 by
not letting the IP lobby dictate the constituency structure of the DNSO.
Even as late as Accra, adopting the ALSC report would have relieved the
pressure. The Board *chose* to take controversial decisions.
On the other hand, a voter who has a right to vote, but does not vote, is
not controversial.
