Michael,
If one reviews the NSI/Versign operation over the years, it becomes
entirely clear that incentives for good technical operations are not nearly
as obvious or effective as you seem to think. In fact, large scale
technical operations is a skill and not everyone has that skill.
So, start with the reality that technical infrastructure operations
requires competence in large-scale operations. Treat other issues as
secondary.
Hence, make sure that registries providing critical name registration
administration are first and foremost competent technically.
That's not nearly as much fun as treating civil society issues as the
primary concern, but it better reflects that nature of the task that is to
be performed.
