 From this I understand that there is several sub name spaces using our 
international IP networks shared infrastructure:

IANA
- the Internet by the ICANN  (com, net, org, biz, info ... arpa)
- the ccTLD system still in donation mood IRT the ICANN  (cc)
- Govnet by the USG (mil, gov, edu)

Independents
- New.net
- Real Names

Open Roots
- ORSC, Pacific, Boroon, Cinics, Alternic, OpenNic...

Private SubNets
- extranets

So I feel relax to open .efr as a French education oriented TLD and I will 
propose .gfr to the French give and .mfr to Defense people.  Very 
convenient to have a national coverage working well.
