Rob,

I have to disagree. I think the aim in setting up such a system is to 
ensure that it is applied equally across the board. If in practice 
that proves unworkable then it may be time to revise but I do not 
think it is a good idea at the outset to admit that it will only be 
applied in select circumstances.
