Hi Chun:

I just wanted to be informative of the actual ToR of the TF on
Structure, and that due to such ToR, another person, in my understanding
of such ToRs (lets wait Philip Sheppard answer), only one person per
constituency can compose the TF.  However, the mailing list of the TF on
Structure is public so I don't see any obstacle for any individual
(perhaps you, I, any other member) that wants to colaborate to go and
read the mailing list 
and then make all contributions in our discussion list.

Of course, that the issue of TF vs WG  we can discuss in general if you
want to bring the issue to the NCDNHC and even make resolutions about it
to be delivered to the NC.
