It sounds like the stage is set for the TWO teams to
be assembled to operate the IPv4 .ORG Proof-of-Concept Registries.
You might want to follow the .BIZ example, but avoid the illegal lottery
path,
that seems to be causing a lot of confusion, with about 50,000 names on hold
in the one registry. The leaders (trustees) of each IPv4 registry of course
get to make their own rules. In the end, the consumers and the marketplace
gets to decide. Reliable TLDs are those where the registries work together,
as opposed to pulling each other apart. The .ORG community should be
able to get two teams going.

Both of the IPv4 .BIZ Proof-of-Concept Registries have long histories.
