Your interpretation of the position is correct.
However, bear in mind that the B&C position paper 
is not really the position of the constituency as a whole.
There was no such proposal aired by the North American
members I met in DC, and all seemed supportive of an
unrestricted regime.

In fact, adding restrictions to ORG in addition to the UDRP
accomplishes none of the policy goals underlying ICANN
but does add significant cost and restrict freedom, to no
apparent purpose.

         So let me understand this.  According to B&C, ORG should be 
limited to "organizations," enforceable via a UDRP-like mechanism, but the 
definition of "organization" should include both commercial entities (i.e., 
businesses) and noncommercial ones.  That is to say, the sole purpose of 
the charter restriction and enforcement registration would be to undo any 
new registrations by *individuals* in ORG.  Have I got that right?
