As the Finance Team has been inactive and the timeline is very short, in the rushing I decided to skip a step and send a number of budget-related messages directly to the NCUC EC in the hope of quick responses.  However, to keep everyone in the loop, and in the event that it might help encourage movement toward the sort of two-step process I'd hoped for, I will now pass along the relevant messages.
